Does any one know the difference between illustrator and photoshop, What is the purpose of each individual one?

Please help me! I have Photoshop 7.0.1. When I use my smudge tool, I can't alter the scatter dynamics on my brush options. For some reason, I can't activate it. There's no lock beside the word 'scattering.' The word 'scattering in my brush options is unclickable (it has a grayish font) Someone please help me, I need the scatter smudge brush.

You should do a tutorial on how to do a tutorial. I'm amazed at home many PS tutorials on YouTube leave me more confused than when I started. Thanks again for another great lesson!
